This feature is part of Moodle Workplace, which is available through Moodle Partners.

• Allows to create and manage rules (and it's conditions and actions) in the Workplace Dynamic rules feature
• This capability may only be applied in the system context.
• The default Tenant administrator role has this capability set to allow
• The default Dynamic rules manager role has this capability set to allow
