This feature is part of Moodle Workplace, which is available through Moodle Partners.
- Allows to create and manage rules (and it's conditions and actions) in the Workplace Dynamic rules feature
- This capability may only be applied in the system context.
- The default Tenant administrator role has this capability set to allow
