This is the management of enrolments for Moodles where you do not have either provisioning or external authentication (Mostly)
This is a complex question, and there are some good plugins.

There are some great options to get students enrolled in a course. But if they self enrol, no-one is told and there is no report for "All new self enrolments this week"
