This sounds potentially very useful. However, you should take a look at the Roadmap for Moodle 2.0, which is nearing completion. Moodle 2.0 will no longer use ADOdb. Instead it has a native database abstraction layer. It would be much more useful if you could do the DB2 work in Moodle 2.0. Try getting in touch with Eloy Lafuente (stronk7).
