Managing plugins

runs through each plugin from admin point of view, enabling, settings, defaults etc.
I am not too sure about this heading because if admins don't know if something is a plugin they won't know to click here
But in the next level down all the relevant plugins should be named with links to their pages so in the TOC it might be more useful?
