Course/site filters

This topic covers two different things.
- How to enable/disable filters for the whole site (like Modules and Blocks) - done in 1.6dev
- How to activate/deactivate available filters by site and, inherited, by course.
1.6dev now also has the capability of settings pages for individual filters. The admin page scans for a file called filterconfig.html within each filter directory.
