Capabilities/moodle/site:manageblocks

• This allows a user to manage blocks (edit, add, delete, etc.) in the context this capability applies to (system, front page or course context)
• For example, a user assigned to the default "editing teacher" role will have this capability set in the course context, thus enabling them to manage blocks in the course context
