Frank [corrected ;-)], it's great that you are thinking about this. A couple of extra things to think about:

  1. in Moodle 2.0 there will probably more blocks with collapsible trees in them (for example site/course navigation), so don't just think about HTML for the admin tree, think about HTML + JavaScript that will work for any tree.
  2. Allow space for a custom icon next to each item.
  3. Should we change the fact that the 'folder' links only ever expand or collapse their section, and never point to useful content. What I mean is, at the moment, you have to go all the way into Plugins -> Blocks -> Manage blocks. Would it be better if instead we removed the separate 'Manage blocks' entry, and instead you got to that page by clicking on the 'Blocks' link? (I am really not sure about this, but it might be worth considering.)
