Capabilities/quizaccess/seb:manage seb showkeyboardlayout

• This allows a user ti enable/disable the UI element to control the keyboard layout in a quiz which has the use of Safe Exam Browser required.
• This capability is allowed for the default roles of manager, and editing teacher.
