Capabilities/quizaccess/seb:manage seb allowreloadinexam

• This allows a user to enable/disable the possibility for students to allow reload the page within a quiz which has the use of Safe Exam Browser required.
• This capability is allowed for the default roles of manager, and editing teacher.
