このケイパビリティでは、ユーザによる他のユーザのプロファイル編集を許可します。例えば、プロファイルの編集に加えて、すべての設定 (ユーザ名、パスワード、認証方法、パスワード変更の強制等) を変更することができます。
このケイパビリティは、管理者への割り当てを想定しています。また、システムコンテクストのみに適用できます。例) グローバルロール
