Capabilities/moodle/question:managecategory

• This allows a user to manage question category hierarchies i.e. creating, editing and moving categories
• The categories editing page is shown if the user has permission to edit the hierarchy in the current context or any parent context
• This capability is allowed for the default roles of manager and teacher
