Capabilities/mod/workshop:viewauthornames

• This allows a user to see the name of the author of a Workshop submission. This is used to control whether reviewers should know who they are assessing or whether the assessment is anonymous.
• This capability is allowed for the default roles of manager, teacher, non-editing teacher and student.
