This allows a user to edit a tag to add a description and related tags.
Only the default Manager role has this capability set to allow. (Note that prior to 3.0 the default was authenticated user).
This capability may only be applied in the system context i.e. as a system role

-There is no Moodle log of the edits made (which user, what specific edits, when). This could be used by students to post harmful material without record, so it is advisable to change this permission to prevent if dealing with younger students.
