Capabilities/moodle/tag:edit

• This allows a user to edit a tag to add a description and related tags.
• Only the default Manager role has this capability set to allow. (Note that prior to 3.0 the default was authenticated user).
• This capability may only be applied in the system context i.e. as a system role
