Definition of permission

current Moodle allows specific roles to be able to change other specific role capabilities based on the context.

Problems Some roles can change themselves or other roles so the use of the word specific is misleading No definition of permission

Suggestion A role has a permission when a role can change a role's capabilities in certain contexts.
