Broken/File storage conversion Quiz and Questions

Hi, Tim FYI, the editor moodle form element has three fields: text, format and itemid, so we don't need to add extra format and itemid fields to moodle form. Currently , question bank uses htmleditor element which doesn't have format and itemid, I am working on to switch it to the new editor element.
