I would say no. I am not a fan of duplicating stuff, since one of both will be outdated. Put it in MoodleDocs on a protected page and let the installer show it. It isn't translated (recently) in many languages. And even if translated, it was not often in the release. I've never seen translated release notes during installation.

The licence must be included in the Moodle download, though we could keep it in MoodleDocs too.
