We have a long [[Credits|list of developers]] who contribute towards the development of Moodle [http://cvs.moodle.org/moodle/ source code].
We aim for a transparent and open development process that invites the whole user community to contribute. Apart from the long list of developers who actually write Moodle source code, people can contribute through discussions, testing, feedback and documentation.

All development issues (such as bugs, new features and improvements) are recorded and managed in the Moodle Tracker. You can see who is working on what, and contribute to any conversation. You should search there first if you are trying to find out about specific issues.
