Capabilities/enrol/manual:enrol

• This allows a user to enrol other users into a course manually via Settings > Course administration > Users > Enrolled users
• The default roles of manager and teacher have this capability set to allow.
• This allows users to see the “Enroll Users” button on the course Participants page
