Capabilities/block/progress:addinstance

This capability controls whether the Progress Bar block can be added to a course page.
By default, this is allowed for the following archetypal roles.
- Teacher (editingteacher)
- Manager (manager)
- Course creator (coursecreator)
- (and Admins)
