Default behaviour and forum notification message logic

Hi Andrew, as mentioned in our dev chat, I think the default behaviour should be as for 1.9 i.e. forum subscription = email copies and no forum notification messages at all, messaging = personal messages only.

Regarding how things are happening now on moodle.org, there are two things I don't understand:

  1. Notifications of forum posts made by me appear as messages between another user (as described in MDLSITE-1058). Why, and how is the other user determined?
  2. A test user not enrolled in any forums receives messages which are notifications of forum posts made by other users. Why?

Differentiate messages from notifications

This definitely sounds like the right thing to do, for me. A message and a notification are totally different things; notification is telling me about something somewhere else (such as a forum post or that my quiz was marked or whatever), whereas a message is something in itself.

Ideally, the message system would be separate, but would itself use the notification system to tell you that you have a new message...! Failing that, the 'this is an actual message' flag idea on the main page sounds like the right one.

Just IMO.

To be honest I am not entirely sure that a forum email is a notification either but it's at least close.

Will this also address the headers issue (so forum can send forum id header) or was that fixed somewhere else...
