Nice spec David!

There should be some kind of administration page available:

* administer translators rights to edit a specific language pack
* create new language packs

Automatic translation of new strings into existing language packs

I'm excited about the general direction that this heading in. I realize that automatic/computer-based translation of strings often lags or lacks quality; however, I thought it might be a nice feature to serve as a starting place for a translation by default. For example, I recently read an article about vast improvements made with the Google translator. My thinking is that this would at least provide a starting place for a translator to come in and then improve upon the auto-generated translation by offering a human translation. I'm thinking especially with CONTRIB this could be useful as someone in Brazil writing a module could have strings automatically translated into the existing language packs (or at least for which such automation might be practical). Then those strings could be cleaned up as needed. Peace - Anthony
