Navigation 2.0 structure

This document outlines proposed re-organisations of the navigation block (and nav bar) to make it more user-centered and less Moodle-centered. It ties in very nicely with the new My Moodle page.

Version A

This is the version implemented in 2.0 Preview 1.

For a non-logged-in user
