Capabilities/moodle/role:assign: berrikuspenen arteko aldeak

Honek erabiltzaileari testuinguru jakin batean rolak esleitzen uzten dio.
Kontuan izan beste erabiltzaile bati A rola esleitzeko, esleipena egiten duen erabiltzaileak aurretik B rola izan behar duela eta B rol horrek A rola esleitu ahal izateko baimena izan behar duela. Hau Allow role assignments-k kontrolatzen du. This is logical because even though a teacher might have moodle/role:assign, in most situations we only want them to be able to assign users the student role, and not the admin role in their course.
