A user assigned a course creator role has a level of Moodle privilages that can create courses, assign teachers and act as an editing teacher. An administrator has all these privilages and more. A teacher has to be assigned to a course by either an administrator or a course creator. A teacher might also be assigned to a non-editing teacher role.

The course creater might be a master teacher, a department head or program coordinator.
