Capabilities/moodle/site:doanything

moodle/site:doanything allows a user to execute all actions in moodle in the given context (normally the whole Moodle system). This is primarily used for admins. When this capability is set, Moodle does not need to check any other capability but instead, grant the current user the privilege of carrying out all actions.
