			Passwords can be up to 128 characters long. If a user enters a longer password, Moodle shows the error "The password can't be more than 128 characters."

			On sites that use password peppers (<code>$CFG->passwordpeppers</code> in config.php), this error can also appear with a password of 128 characters or fewer. This is a known issue, [https://moodle.atlassian.net/browse/MDL-90085 MDL-90085]. Users can avoid it by choosing a shorter password.
