Capabilities/moodle/user:update

• This allows a user to update another user's profile i.e. in addition to being able to edit the profile, all settings (username, password, authentication method, force new password etc.) may be changed.
• This capability is for administrators. It may only be applied in the system context i.e. as a global role.
