Capabilities/quizaccess/seb:manage seb filterembeddedcontent

• This allows a user to enable/disable whether embedded content is verified against allowing/blocking URL rules in a quiz which has the use of Safe Exam Browser required.
• This capability is allowed for the default roles of manager, and editing teacher.
