Capabilities/moodle/role:manage

• This allows a user to Manage roles i.e. create, edit, delete, change base role definitions, Allow role assignments and Allow role overrides.
• This capability is intended for administrators only. It may only be applied in the site/system context i.e. as a global role. The capability moodle/site:config is also required.
