This capability allows a user who can access the course to edit course tags
It is allowed for the default roles of Manager and editing teacher only, and is not set for other roles.
In order for a user other than a manager or editing teacher to edit course tags, a new role must be created with this capability and applied in the course context, such as the Course tagger role.
