This error was seen when trying to import an XML file for Moodle questions for a quiz.
Moodle 3.4beta+ (Build: 20171101) trying to import the two largest .xml files from 'Moodle Quiz Question Templates' downloaded from https://moodle.net/mod/data/view.php?d=8&rid=423
