I just downloaded the core 1.9.3 zip file no problem, twice, both when I was logged in and when I was not logged in. I just downloaded the core 1.9.3 zip file no problem, twice, both when I was logged in and when I was not logged in. I would check if Cookies enabled on your browser. Sometimes they update parts of the Moodle Server(s), so try again?. CVS_for_Administrators might be an alternative.
