To create a new page, either type the page name between double square brackets [[page name]] OR you can select New from the Wiki menu PROVIDED you have access to the Navigation block.

The trick about using the Navigation block New option under your Wiki is that you will still need to copy and paste the name of the new page onto the immediate parent page and surround it with double brackets in order for a link to it to be accessible from the main Wiki page.
