This capability allows a user to edit course tags from Course administration >Edit settings.
It is allowed for the default roles of Manager and editing teacher only, and is not set for other roles.
In order for a user other than a manager or editing teacher to edit course tags, a new role must be created with this capability and applied in the system context.
