This error occurs when you try to restore a course into a new one with a user who doesn't have the right permissions to do this. Even though the user has the course creator role you have to assure that this role has the "moodle/restore:restorecourse" permission allowed (Home / Site administration / ► Users / ► Permissions / ► Define roles).
This error occurs when you try to restore a course and your role does not have the capability [[Capabilities/moodle/restore:restorecourse|moodle/restore:restorecourse]]. For example, the default role of [[Course creator]] does not have this capability.

This error occurs when you try to restore a course and your role does not have the capability moodle/restore:restorecourse. For example, the default role of Course creator does not have this capability.

An admin can allow the capability for the role in Administration > Site administration > Users > Permissions > Define roles.
