==ERROR MESSAGE: Tried to send you an email but failed! ==

Our Moodle platform isn't allowing the creation of accounts. in that after creating an account. a user cannot log in but the following error appears, "Tried to send you an email but failed!"

Anyone with an idea since I am new using xampp.
