If you are using an older version of Moodle which still contains the community finder block, it is recommended that you hide it.
As Moodle administrator you need to assign the following capabilities:

* [[Capabilities/moodle/community:download|moodle/community:download]] - allows a user to use the Community block to download courses from a hub
