If you're a Moodle admin, this page will tell you about the major changes affecting you in Moodle 3.1. If you'd like to see full details of the release with technical information, here are the Moodle 3.1 release notes.

New admin settings

Competency based education: Available by default, competencies, learning plans and related settings may be disabled from Site administration >Competencies >Competencies settings

Competency frameworks may be added, learning plan templates created and plans assigned to students as individuals or in a cohort.

Authentication and Enrolment

A new authentication plugin, LTI and a new enrolment plugin, Publish as LTI tool, allow courses and activities,along with their grades to be shared between Moodle sites.
