Download issues
Helen is probably paying attention to her horses, cats and family over the Holidays. Figured you probably want to play with Moodle over the holidays, so jumped in. FYI this would be a good post in Moodle.org General Problems Community Forum.
I just downloaded the core 1.9.3 zip file no problem, twice, both when I was logged in and when I was not logged in. Cookies enabled on your browser, Moodle Server being updated (try again), CVS_for_Administrators might be an alternative.
