Capabilities/mod/workshop:view

This allows a user to
- see that the workshop exists
- see workshop title and eventually some other basic information about it
- see workshop introduction during the setup phase
In Moodle 2.5.2 onwards, workshop links on the course page and in the navigation are only displayed for users who have this capability. (Previously links were displayed for all users, and users without the capability obtained an error message when they clicked on a link.)
