Course completion must be enabled for at least one other course. Teachers can enable course completion in the course settings.  
This setting allows you to have another course as a prerequisite for completing the course you are currently working in.
NOTE: this does NOT mean that you cannot enter the current course unless you have first completed the earlier course; it simply means that your current course cannot be marked "complete" until the student has also completed the named course(s)here.
If completion tracking has not been set for any other courses yet then this link will show the following message:

Course completion tracking is a new feature in Moodle 2.0

The site administrator must first allow course completion tracking on the site. Then the teacher must enable it in the course. Then the Course settings under the "Completion tracking" link will mean something.

Overall criteria type aggregation

Aggregation method, select "Any" or "All"

Course prerequisites

This setting allows you to have another course as a prerequisite for completing the course you are currently working in. NOTE: this does NOT mean that you cannot enter the current course unless you have first completed the earlier course; it simply means that your current course cannot be marked "complete" until the student has also completed the named course(s)here. If completion tracking has not been set for any other courses yet then this link will show the following message:

Manual self completion

Enable check box

Aggregation method

Select any or all, with check boxes for: Manager, Course creator, Teacher,Non-editing teacher

Activities completed

List of activities which have indicated in the individual activity settings a method for determining that they are complete.

Date

An enabled check box and "After specified date" fields.

Duration after enrolment

An enabled check box and a pull down menu to select 1 to 30 days.

Grade

An enabled check box and a place to put the passing grade percentage

Unenrolment

A check box to select "Completion on unenrolment"
