An authenticated user is someone who has logged onto the Moodle site. Their user name and password are recognized by the Moodle server.

The default role for all logged in users is Authenticated user. This default can be changed in Settings > Site administration > Users > Permissions > User policies). In older Moodle versions the default role for all logged-in users was Guest.
