This error message will appear when  someone does not have permissions/rights to blog.  The teacher or administrator should check the permissions for manageposts in the student permissions.
An oublog error, indicates that this is not part of an standard Moodle install, but part of a customized system.  The "manageposts" permission on demo.moodle.org does not seem to exist.   
 
:TIP:  Some sites are set up so the students do not have the default permissions to blogIt maybe necessary to "override" blog permissions from 'Inherit' to 'Allow'.
