I don't understand? I tried without logging in and then I tried with logging in - when I logged in I was taken back to the tours repository but even ifI had not, I would have seen the block Content database on the side with the list of repositories such as the user tour one. I see now that I missed something. If I am logged in, I am taken to the front page of moodle.net and there's a note that says "Sorry, this activity is currently hidden" above the usual search for courses box. If I log out, and click the link on this page, I go to the repository.

Interestingly, if you follow the link to Tour repository on moodle.net, you get there. But if you login to moodle.net, you cannot get back to the repository. And I've got 5 opened tabs to prove it. : - )
