An administrator in Moodle, manages the overall site. Typically, the administrator supervises the look and feel that makes their organization's Moodle unique.

The administator is the top level catagory of privilages (called roles)in Moodle. A user's privilages can hide features and functions from a user depending upon their level. There are several layers of privilages from highest to lowest role of the user: primary adminstrator, an adminsistrator, course creator, editing teacher, non-editing teacher, student, and guest.
