RSS feeds may be enabled in ''Administration > Server > RSS'' in Moodle 1.9 or ''Site Administration > Advanced features'' in Moodle 2.0 onwards.

It appears that there is only one RSS feed for blogs on a Moodle site, and it contains all of the posts published to "Anyone in the world", and only those posts.
Log in to your Moodle site as a guest, then copy the RSS feed address.
