It is allowed by default for the roles of [[Teacher]] and [[Manager]] and not set for other roles.

This capability allows the user to enable group messaging when creating a course group.

It is allowed by default for the roles of Teacher and Manager and not set for other roles. Someone with this capability must ensure they are also a member of the group in order to see the messages.
