The usual reason for this error message is that you have waited too long before clicking the link in the account confirmation email. By default, any unconfirmed accounts are deleted after 7 days. In newly upgraded 3.2 sites there is a regression resulting in this error message being displayed when a new user with a username containing an underscore (_), hyphen (-), period (.) or at symbol (@) attempts to confirm their account (MDL-57278). Please contact your site administrator to ask for the account to be manually confirmed.
In Moodle 3.2.0 sites there is a regression resulting in this error message being displayed when a new user with a username containing an underscore (_), hyphen (-), period (.) or at symbol (@) attempts to confirm their account (MDL-57278). The issue is fixed in 3.2.1 onwards.
